Payroll Applications
The Human Resource Services department develops and maintains several Payroll applications, including Payroll, PARS, PayStub, PrTax.
Payroll
The Payroll system processes salary and wage payments, timesheets, withholdings, and benefits payments for University employees. The system consists of several batch programs, which interface with many other systems.
- Payroll processes personnel action forms (PD-105s from HRIS (Inpower) and PD-7s from EPAWeb) and time sheets in a batch environment.
- Personnel action forms are updated in a CICS system called PROTECS and this system updates a VSAM master file.
- Time sheets are entered in the CICS system known as PROTIME (Time Data Entry) and are used to calculate a paycheck for non-exempt employees while exempt employees automatically receive a paycheck.
- History files are maintained for personnel action forms, voluntary deductions, and check earnings.
- Payroll provides a feed to the FRS system for all employer costs by account.
- A check recon file is produced for balancing against the paid checks file sent from Raleigh by the State Treasury Department.
- Payroll also processes one-time payments, longevity payments, and leave payments for University employees.
PARS
The Personnel Activity Reporting System (PARS) generates reports to support effort certification for payroll distribution purposes. This is required by the Office of Management and Budget (OMB) Circular A-21. The University Office of Contracts and Grants is responsible for distributing, collecting, reviewing and maintaining the official file of these reports. The reports confirm the percentage distribution of effort for the period reported and serve to substantiate salary and wage charges to Federal grants and contracts.
PARS also supports general effort allocable through the indirect cost pool to all University activities. The University has elected to use a system of after-the-fact confirmation reports to document salary and wage charges, both of direct and indirect nature, as required by Federal OMB Circular A-21.
PayStub
The PayStub system is a web application that allows employees who are on Direct Deposit to view their pay stub data online. Pay stubs are maintained in this system for one year. Onyen authentication is used to access PayStub, however, the employee must not have the privacy flag set.
PrTax
The PrTax system is a web application that computes net pay based upon paycheck information, which can be retrieved from the Payroll system or manually entered. Employees can change any field on their pay stub, from annual gross to deductions, and see the potential effect. PrTax requires Onyen authentication when accessing Payroll data.
